It feels like I’m underwater. Don’t know if this is an input delay off of internet, but I don’t have this in any other game. Same goes for my controller.
I step away for 2 weeks, don’t touch anything. I come back and it’s making it frustrating to play.
I look at pc or even other players in-game and they don’t seem to be having this issue.

I think the movement in D2 is generally too slowpaced, fastpaced movement would be something like Warframe, you have so many movement possibilities. In D2 you can just run, an ok speed can be faster, very bad sliding instead of getting momentum you lose it completely and you have good jumping skills. Strafing in the air, that doesn't feel like it's possible at all. If you're talking about super fastpaced, then Severed Steel, something like that in D2 wouldn't be wrong. It dosent matter wich plattform the standart movement is to slow, when you want to know if its good or bad movement you first have to look what standart movement techs are there. Apart from all these skate techs the Movement sucks. Not just in PVP but also PVE the movement is very slowpaced. But It's more of a design decision and I don't know anything about programming, but I think it's more about how fluid or how the movement is coupled to momentum. For example you slide and usually you get faster, but here it's a fixed speed for the whole movement and not how much faster you get as a result. That's why snap skating works it converts the slide momentum into the jump.

I experience the same thing. Only in PVP though. In PVE, the game feels super responsive, shots hit, strafing feels good. As soon as I play PVP, I feel like my brain is 5 steps ahead of what's happening in game. It actually sucks really bad. Almost like an intentional implementation on Bungie's part. They are the kings of micro-managing video games though.

Feeling slowed down can be a few things. The major one for console would be input delay. This tends to increase on console depending on what you are outputting on to. Another reason why you might feel slow compared to pc is the fov. On PC the fov can be adjusted allowing the player to see more on their screen. This causes it to seem like PC players are moving faster when in fact there is no difference. General movement speed you want to increase your mobility.

Hey there! You may be seeing PC players move fast due to PC having better movement, quality, and graphics than console players. You will just need to improve your mobility to go faster. Also, if you have any custom layouts, you may want to set it to default and remap it.
