First thing I would check are the obvious, v sync, framcaps, anything along those lines. I have the same RAM so you can eliminate that as one of the problems. Personally, I have a 2070 super and the geforce experience app will run the game with it's own preset values for different things, one being textures and frame caps. So if Radeon has something like that I would also check that.
