The one from the season pass and the one from the quest, that makes 2 maybe they didn't intend to add a second one -
You can't hold more than one at a time. It doesn't matter if they intended to add a second one this season if they added it to the next pass we would have ran into the same problem then.

"If" they added it, we don't know yet. But I do see where your coming from. -
To be fair, IIRC, they stated on Reddit that they were looking into more avenues to give us exotic ciphers in the near future. I think it's silly to put a cap on any item, but that's just my opinion.

It's not a matter of "if" it's "when" they add it cause you know damn well they will.
