Can't find any rational reason as why not.
It's the usual Bungie logic that only they understand.
Since I have all exotics and I still have the first cipher, I guess I'll have to lose the one from the memorial quest that I can't collect.

Do you have any idea what your ghost must to do keep your regular inventory, even without an exotic cipher? Same reason why there are glimmer caps, weapons parts caps (I'm not sure how Bungie was able to change the 999 to 9,999 for tokens and parts, but that must be some kind of futuristic stuff that we won't see until the 1980s). Please don't ask Bungie to do heavy lifting. If it can't be transmatted, it isn't going anywhere.

Bungie's logic for currencies is completely idiotic. They display a great amount of ignorance and intended manipulation in their game. Which is why I'll never buy Silver. Never have.
