There's no doubt that there are clans with a number of cheaters in them, possibly only made of them. But not only are the statistics you said absolutely crazy, but can't be assumed true even if they are. If there is a clan with a large number of cheaters, how can you know every last one of them are? What if only a mild percentage of them are, and the rest are unaware of them cheating? Now you have cases of innocent players being banned for unknowingly being in a clan with cheaters. Playing cheaters is frustrating, but you need to chill and let the system bungie has made, and are still working on, do its course. Simply do your part and report suspected cheaters in game, along with the people they play with in a fireteam (Since knowingly playing with a cheater is as offendable as cheating itself) and move on. No need to call out anyone on posts, or ask bungie to do unreasonable things.
