I own emperor's shadow emblem on ps4 but I can't claim it on PC(or even see it for that matter.) even though I linked accounts.

Hey there! Certain emblems are tied to their platform accounts. If you want to access that emblem, you will need to retrieve it from your PS4 that owns the license.
