With only 1 Exotic Cypher should I go For Bastion or Devils Ruin?

I say go with Bastion. Devil's Ruin is a very awkward gun. It's secondary beam doesn't last very long and it's a bit wonky to use as a Sidearm because of the slight delay before each shot. Bastion is a monster in both PVE and PVP.
