Yes, cross save would allow you to play your existing PSN D2 characters and game progress on the XBox platform, as well as Stadia and Steam if so desired. The first step is to log in to your profile at bungie.net using your PSN credentials, click on your account avatar in the top right and select Settings. On the Settings page select Accounts and Linking and then click the link button next to XBox. It will ask you for the XBox account log in credentials, enter them to validate and add the account to your profile. Once done you should see in your linked accounts list your PSN and now the XBox account as linked to this profile. The final step is to click on that same account avatar, then select Cross Save and follow the instructions from there. When it asks which account you wish to be the cross save account you need to select PSN. Once enabled, when you log in on your PS4 you will still see your D2 characters and game progress, but now when you log in on the XBox you will see the same characters and game progress. Cross save is not a permanent transfer of game data, it only works while the cross save feature is active. All the game data is constantly being saved in the cloud to your PSN account. So you'll always want/need to keep your PSN account active and in good standing to continue playing those characters on other platforms. If you ever decide to disable cross save your characters and game progress will then only appear/work on the PSN platform. Your XBox account will then have no D2 characters or game progress. In terms of DLC content you own on Playstation, those licenses are distributed by Sony and locked to their platform. So when you cross save it does NOT transfer those licenses to Microsoft. So if you wish to play Forsaken, Shadowkeep or Beyond Light on XBox you will need to purchase those licenses separately from the Microsoft store.
