Assassins Cowl with a 48 stat roll?
Just finished the Shadowkeep campaign on my son's Hunter, got assassins cowl from Ikora with a 48 stat roll.
That is ridiculously low for an exotic, exotics should not drop any lower than 58!

It's the base roll and is a guaranteed drop. That's why.
