Wandering Nightmare Not Spawning on any of the 4 locations

i was sure that this week's nightmare is Xortal since i killed the council last week but he is not there. Then i went and checked all 4 spots for all the wandering nightmares. None of them are there. restarted my game a couple of times and everything. Can anyone please help

Xortal is there for me just fine. Try clearing steam cache & verify game files, then check again.
