Your profile currently has cross save enabled between a PSN account and a Steam account. And in that set up, Steam was selected as the cross save account which means when logging in on the Steam and PSN accounts the only characters you will see are those belonging to the Steam account. If the Steam account had never played D2 prior to cross save being activated then it would prompt you to create a new character. If you did not intend to have cross save enabled, simply disable it and whatever characters you had on PSN will go back to being available there.
