All duplicate mods stack but they do so with diminishing returns. The benefits are often not worth it if there are other useful mods you could use instead. I think Bungie once said that two stacked mods are almost equivalent or slightly less than the effect of an enhanced mod. None of this applies to seasonal mods of course.
