Tried reaching out on Twitter but got no response and this is something we really can't test. The 6/4/2020 TWAB increased drop chances for: 1k voices, Anarchy, & Always on Time sparrow (the only one which makes enemies less aggressive). “NOTE: Drop chance begins at 10% and increases to a max of 50% over 20 [b]clears[/b].” Last week I did Scourge of the Past for the first time in my life. Did the boss checkpoint and got two boss kills. Then did a full raid run, getting one of the fallen mods during the sparrow race encounter. Proceeded to do more boss checkpoint kills until I got Anarchy on kill/completion #16. Immediately afterward I did the sparrow encounter and received Always on Time for my lifetime 2nd run. I believe that a “[b]clear[/b]” refers to a “[b]raid final boss kill[/b].” This means that for someone who has never done Scourge of the Past before but is now aiming for both the sparrow and Anarchy, it would be highly beneficial to do the boss checkpoint until getting Anarchy or 20 kills and then to go do the sparrow race encounter. Additionally, anyone who got Anarchy long ago but is now aiming to get the sparrow should farm the boss checkpoint until 20 kills - then they’ll have 50% drop chance. The alternative belief to this would be that “[b]clear[/b]” means “[b]that specific encounter[/b].” Which would mean you need to do the sparrow race once per character for seven weeks in order to get 50% drop chance on it. I believe that’s utter nonsense which doesn’t follow the spirit of Bungie’s intent for raid rewards. But as I’ve been told, there’s no way to test which is the correct answer. The only way we can know is if someone at Bungie enlightens us. Looking at you Deej & Dmg.
