I've seen a few times around that there is an option to turn off shadows completely in the cvars.xml file and would help with fps increase. I've also seen that word bannable being associated with this course of action because it is 'modifying' the game files. Although I dont think its modifying per se, and just changing a variable in a game that most games have anyway? Would like to hear from a Bungie official, I can only run high 45 frames on the game and about 25-30 in packed places unfortunately, and I think turning off shadows will increase it a bunch. thanks in advance

I would not recommend attempting to modify any game files, regardless if others have said they've done so. If you wish to improve performance, there are a number of computer settings and built in game settings you could change to do that. The game is CPU intensive, so whatever you can do to limit the use of your CPU by other applications would help, such as stopping other apps from running while you play.
