New DLC for PC and PS4
Why can't Bungie offer a package that includes the new DLC for both platforms so you don't have to buy for both or choose between one? Or even offer the older DLC's at a reduce cost if you have previously bought them for another platform.

Or just $15 dollars more so the extra provider gets their cut.

Because game licences are not controlled by Bungie but the platform provider. Microsoft, Sony and Steam get their cut of the money you pay for the licence and do not want to share. Maybe one day Bungie Store will sell the game themselves and then can offer a pack but you still would have to pay a lot more so each platform gets their money.

You should be able to get the license for pc if you own it on another platform.
