Submissions are all manually accepted by the monkey at Bungie HQ.
They either denied the submission.
Or they haven't gotten to it yet.

No and hope that doesn't change anytime soon.

No, only those accepted are sent a notification. All you can do is submit more content and make sure it's a direct link, doesn't contain too much swearing and isn't too long.

The previous videos I submitted were definitely very long so that makes sense. Ima just have some patience with the recent submission as its clean and short. Appreciate the help!
