Even you had to have realized how useless the perks were on these weapons. Full Auto was already a perk no one wanted, unless that perk gets a buff that increases the RPM on all weapons with it by at least 10 or a percentage of the default RPM, no one will. Tap the Trigger would be preferable. I'd take even Underdog or Pulse Monitor over Full Auto any day. Outlaw wasn't necessary, it isn't necessary on some weapons depending on how high their reload stats are and whether or not you use Scout Rifle Reloader perks. It's reload speed is already faster than most, if not every weapon in the game being as high as most weapons with Drop Mag. This perk is as desirable on MIDA as Fourth Times the Charm would be on a weapon with only 3 shots, or Threat Detector and Hip Fire Grip on a sniper. From what I can tell, there's no point in grinding for the catalysts much less upgrading them. The only reason they even have catalysts is so you can say they have catalysts, they weren't meant to improve the weapons.
