How powerful is the City Militia?
Are they even worth anything beyond a token police force?

They're a poor replacement for the City's all guardian defense force. They all died their final deaths in Ghaul's initial attack. They were mostly titans and many marks of the deceased hang from the rafters at the Blustery Brew.

There is little information on the FOTC and the times we do see them they are usually in the form of frames I believe it’s likely that the FOTC uses frames for missions off of earth since frames are replaceable and require no food allowing the majority to remain on earth so they are likely to be large enough to maintain order in the city allowing Guardians to focus on protecting the city.

If they’re all like Devrim, they may be somewhat effective against enemies like the fallen or present day red legion. But against the hive, vex, taken, and especially darkness not really.

They have a variety of uses as is to be expected. They are the actual real heroes given the fact they aren't guardians, but still, work to provide us valuable intel and support through maintenance and other operations.

A single Guardian can shoot their way through the whole militia, while bringing their Ghost out multiple times.

Not really. Maybe they'd be useful as sniper support or driving tanks against Fallen, but other than that they're pretty much useless.
