In regards to the concordat, I'm really much more interested in the state on the consensus. With the speaker dead from the Red War, Zavala is the acting head of the vanguard and consensus giving him massive amounts of political power within the city, despite the fact he has no intention of accruing anymore influence than what is due to him as Titan commander and head of the vanguard. Additionally there hasn't been a hunter representative in quite a while, so what I want to know is whether or not a political entity such as the consesus can survive without the speaker to act as its head and moderator, and whether or not the vanguard can effectively function without full representation. Zavala is probably so overwhelmed with the amount of responsibility he has, leading the Vanguard, the city's military, leading the consensus, the city's political body, and probably occupying the hunter vanguard seat until it can be filled again. Dude's got way to much on his plate for a war to be occurring right now.
