Just the perk, Magnificent Howl. This nerf made both weapons not only bad in PvP, but PvE. I think the rate of fire being slowed was a good enough adjustment because it was pretty fast. The perk could be better like it once was.
Edit: It's not like we can proc the perk by shooting aimlessly. We have to click (or press) on heads, not bodies. It takes skill to use both weapons. Hitting 5500 or even 2100 can be hard for a lot of people (I know it was for me).

A ton of people are saying that the gun is fine in PvP along with other valid points, and I understand why they say that. If Bungie can't buff it in PvP, what about PvE? It'll be a good weapon for regular use. Not saying it's bad now, but nothing about it in PvE makes it special. It's a bit weird to get the two precision hits and then having to aim for the body for that bonus damage.
There are mixed answers here but it seems like the majority wants the weapons to stay the same.
