I'm not plugging in my email. Sorry. But I will give my recommendations on best perks. For New Light Players in PvE? You want reload-boosting perks BY FAR. Hand cannons have painfully slow reloads without support. Rapid Hit, Outlaw and Feeding Frenzy. Anything that will let you cleave through mobs as quickly as possible so you can cruise through the early encounters and get to the more meaningful content. For PvP, it varies. You generally want perks that help increase your success rate in duels such as Opening Shot, Eye of the Storm and Moving Target.
