Frame rate stutters and freezes frequently

I've been having this problem for over a year now. More often than not, when I load into an activity in-game (such as a crucible match), after a few minutes my frame rate will start to get very choppy. My PC is normally able to support a frame rate of around 75-90fps. But when the frame rate gets choppy and starts stuttering, the game will be smooth for a second or two, freeze for around half a second, be smooth for another second, freeze for a second, etc. When the frame is frozen, it absolutely freezes, and not even the fps counter updates until it unfreezes. This does not occur within any other application on my PC besides Destiny. Frame freezes seem to most commonly be triggered by an animation in-game that hasn't happened yet that session, like for instance when someone in my game fires a Wardcliff Coil for the first time. The best theory I've found for why this is happening is that there is some kind of "memory leak" going on. My Task Manager seems to confirm this, as when Destiny is running my memory usage is always at or near 100%, dominated by the game itself. If this is really the cause, what can I do to prevent it?
