Can not fast travel when in a fireteam

Trying to fast travel to different areas on a planet while in a fireteam gives me the message " only the fireteam leader may launch this activity" this occurred on the moon and the EDZ

You can't fast travel if there's an active patrol mission or other mission.

The fireteam leader may have not unlocked the area yet.
