The only way to get fallen to spawn is grief the whole instance and start a 6 minute event just to get 25 kills. Edit: before anyone tries to reply saying that the seraph event there is hive, we all know already. Fallen enemies do not spawn where they normally do in other areas of the map until the event is started.
