Why not?
If I decided that I want to use Uriel's Gift in an endgame activity how is that taking away from anyone else's game play experience? How would that be detrimental to the game as a collective whole? Why should weapons that I actually want to use, regardless of how old that they are and that I put the effort in to earn not be able to be used in ANY activity that I choose to participate in?
If Bungie wants to make more powerful Legendary gear then that's fine, and the overwhelming majority of players will flock to them, but there are some people who will want to stick with their old stand by's for end game content which should absolutely be their choice, without caps or restrictions.
This whole thing seems to stray very far away from the whole concept of "play your way".

If bungie creates new weapons that are more powerful than the current meta we get power creep which makes end game content pretty much easy to run through. If they dont make new weapons better than the weapons we currently have what will INCENTIVIZE anyone to grind for them? RPG games and all MMO's have a retirement system in place and destiny should not be any different. You can play the way you want within the rules that destiny has just like in any other rpg or mmo game. You can use your uriels gift ANYWHERE OUTSIDE ENDGAME CONTENT. Do you know what consists of endgame?
