For security reasons, Bungie does not link or unlink accounts on behalf of players. For the account to be linked on your profile means it existed at one point and you authenticated it at that time to add it. You will need to work with Steam to recover those credentials.
If you are unable to recover the credentials for the account in question then you will be stuck with this Steam account on your current profile.
In that situation your only choice is to move your good accounts to a new Bungie profile so you can enable cross save there.

Well, you have a bigger problem in that cross save is enabled on your account. Until you can get cross save disabled there isn't much you can do right now as you can't unlink accounts from a profile while cross save is on. As I stated in my earlier post, for your account to be in the condition it is means you used Steam credentials to not only add that Steam account to your Bungie profile, but you then followed it up by enabling Cross Save which requires you to re-authenticate the account in question. If you inspect your profile here it will show you the unique Steam ID for your Steam account. I just looked it up and the account you have linked is Steam ID 76561198995217830. This is a unique number for your account. You should be able to provide that number to Steam to work on recovering the account.
