Age Restrictions - Family Account

My son wants to play Destiny with his friends on PS4 and cannot because he is getting a restricted access message when he starts the game. All restrictions are removed from his account in Family Management He meets the age requirement to purchase the game as he is 15 He is quite clearly within the terms of service: --- ELIGIBILITY The Bungie Services are not directed to children younger than 13 and are offered only to users 13 years of age or older. If you are under 13 years old, please do not use the Bungie Services. Any person who provides their personal information through the Bungie Services represents to us that they are 13 years of age or older. You hereby represent that you are fully able and competent to enter into the terms, conditions, obligations, representations and warranties set forth in these Terms. If you are using the Bungie Services as a representative of a company or legal entity, (i) you represent that you have the authority to enter into these Terms on behalf of that company or entity, and (ii) you agree that the terms "you" and "your" in these Terms refers to your company or legal entity. --- The nature of games and the medium they are sold under is predominantly on a digital nature. I don't think its reasonable to set up "Fake" accounts to bypass artificial restriction when Bungie's terms of service clearly target a 13+ market. Especially when the account and its false date of birth has no remedy and is against Sony's terms of service also. This is less of a legal liability problem and more of a unscrupulous sales tactic and only exists on these digital platforms. Is there a way legal and responsible way of getting pass this what appears to be an artificial hypocritical barrier so my son can play with his friends? The alternative is that he plays online on a fake account with no legal protections as he is in breach of multiple terms of service despite being under the protection of our Consumer Laws... If I am wrong I will be the first to apologise also by the way.... Appreciate assistance or a Bungie response...
