Just got it and used a bit in pvp. Maybe it’s me but it seemed weak compared to other guns. Advice and or thoughts?

The nanites dont realistically do anything in 1v1 duels, but it's got more or less non-existent recoil and is very easy and consistent to use. When you compare it to other pulses within the same frame (lightweight) it's good. The problem is the lightweight frame pulses in general. Pure TTK wise lightweights have optimal TTK at 0.87 seconds. It's worse than 150 hand cannons (0.8) and a lot worse than aggressive pulses (0.72) or high-impact pulses (0.67). To make it worse lightweights also have less effective range. The average lightweight effective range should be around 35 meters, give or take a few upwards. Max range aggressive and high impact frames can still work at around 45 meters and a little above. Aggressives and high impacts also both 2-burst people down, compared to lightweight's 3 burst. The TTKs are as mentioned, the amount of bursts doesn't matter in that regard. But some folks can find it easier having to hit only 1 burst and the 1 after that to kill someone, compared to tapping 3 bursts in a row. So Outbreak's a very consistent and easy gun. It's frame just falls a little bit short of the competition.

I used it to get through D2 Y2 comp.

It's definitely one of the better pulses for pvp. It shoots a rope and it likes hitting the head, which could be a problem for enemies near your target.
