Just a thought for good four-player PVE activity. Think of a 4 player prestige strike or nightfall, even prestige dungeons with higher-level enemies for four players.
Let the 3 player Coop can remain the same, once the fourth player joins just beef up the enemies make it way way much harder so its the player's choice to play it or not. Maybe just keep the loot table the same, so there is really no difference from 4 player dungeon or 3 player dungeon except the difficulty.

Dungeons and nightfalls are already too easy. 2 man all the current pinnacle activities excluding the raid now we are over the 980 recommended light level. Adding a 4th player even while increasing the difficulty would be too hard to balance.

I don't really think there needs to be anything between Nightfalls or Dungeons and Raids. Especially since Bungie doesn't seem to innovate much on puzzle solving and coordination mechanics. You could always try a 4 man SotP or any other Raid or Legend Menagerie/Sundial and get the same effect. Gambit works as a 4v4 because it was built that way. Trying to add more difficulty to an old strike or dungeon by adding more/tougher enemies just isn't going to work. Plus I think Mark Noseworthy said one time that consoles dont have the memory to allow more than 3 people in some activities. I could be wrong on that, so don't take it as fact though.
