Why are all of my characters immediately level 20? (Destiny 2)

I've just recently bought the "Upgrade Edition" of Destiny 2 on steam (Destiny 2 itself and the DLCs, Lunar New Year special deal I think?). For some reason, whenever I create a character, they are immediately level 20 and have 750 power. I'm fairly sure this isn't how you're supposed to start the game, seeing as I played Destiny 2 on the PS4 before this and this didn't happen. I was thrust into the literal beginning of Destiny 1, completed that, and instead of doing anything Destiny 2 story related I was shot off to The City, the endgame of vanilla Destiny 2. Please forgive me if this is actually intended and I get leveled down later or something, but I got the achievement for becoming level 20 and have all subclasses unlocked, which makes me think it isn't. Is this just a DLC thing? Can I disable it somehow?

    With the release of New Light and Destiny 2 going the free route, several changes took effect. One of them is that the new 'base' is 750 Power. Levels also don't exist in-game anymore, so on some apps, it may show that you're starting at level 20 (which was the original max back in the day). Along with the above, new characters and characters that hadn't played the beginning of Destiny 2 will go through the waking up part of becoming a Guardian. This is the first mission you mentioned that was in Destiny 1. Upon completion, the rest of the game will open up for you. This was done to allow new players to jump into things with friends that are later on. You can go to Amanda Holiday in the Tower and pick up the Red War quest (This is the Base Destiny 2 campaign) as well as the Questlines for Curse of Osiris and Warmind. Those three quest starters from Amanda Holiday are the campaigns for D2 and the first two DLCs. So, the Red War is where you want to begin if you want to experience the full Destiny 2 experience. Please bear in mind that if you view any mission information or walkthroughs for things that were created prior to October 1st, 2019, that they may be outdated and show incorrect information. For example, the rewards for completing some of the missions as part of the Red War were removed as mission rewards and were put into the normal drop pools for equipment and the like. This was done so that people that chose to skip these legacy missions can still get them. - Lastly. Welcome, new Guardian!

  • It is intended. As of Shadowkeep's launch the new base level is 750. The first mission is an homage to D1, a part of New Light. The legacy campaigns are available from Amanda at the Tower.

  • 750 is the starting power level now. This was changed as a part of the Destiny: New Light release. To participate in the legacy stories, you can visit Amanda in the Tower’s Hangar (indicated by a ship icon), and pick up the legacy quests from her.
