Bungie we all know you have less resources than the last years. So we know that we cannot expect a new raid every session.
But here is the idea which will make all D2 veterans happy and which is actually easy for you to perform.
Use the 3 raids from Y2 and the one from Y3 as Basis and create a hardcore mode for all of them. As you did it for leviathan raid.
I mean. The D2 Veteran players are the group which will keep D2 alive during the content-less times, which we are also facing at the moment. All casual blueberry dudes will leave and may come back in the next session. IN MARCH!!!!
so you have already developed the raids, just change some mechanics, make the ads a bit stronger. Make the armor a bit shiny. Introduce a new emblem for hardcore clears. And Voila. You have easy-piecy made new content which veterans will love to play 24/7 and which will also encourage some blueberries to get better gear to complete these raids. If you couple a new exotic quest to this hardcore raids, you will have even more people playing this stuff.
Hope this is a wake up call. You should not forget the guys who play D2 during all this shitty times. Like Osiris and Mars DLC Y1 and gambit DLC Y2 and now in session of the dawn!!!!!
