Deciding what to keep is on you...though light.gg is a good website that will tell you a weapons possible rolls, and what perks the community in general tends to favor. It wont tell you what to keep, but at least you'll have better information at hand when making your decisions.
As far as actually DOING the cleaning though, I am a fan of the 'ishtar commander' app. It's great for inventory management as well as building and saving loadouts that can be equipped on the fly right from your phone/device. Best part is it will let you access your vault and loot on all your characters without even signing in to the game.
Edit: the ishtar commander app is also handy for viewing the 'hidden' stats on your weapons (like recoil direction) which are not directly viewable in-game
grenade launcher : keep 150 rpm (with spike grenades / full court for pve and a play of the game with proximity grenades for pvp)
rocket launcher : a fast one with tracking / cluster or demolitionist/ cluster for pve and quickdraw / tracking for pvp)
hand cannon : 150 and a 140 ( better devils with explosive rounds or austinger)
smg: 900rpm tracklesss wasted for knetic and an energy one for pve and maybe a 750 like antiope-d with good range for pvp
scout a 150 / a 200 and a 260 veist full auto one
sniper: an agressive (iron banner one or trophy hunter... a 140 (curated twilight oak or the one from garden of salvation raid or from the moon - altar of sorrow.
a 90 one (beloved quickdraw/ snapshot sights or tranquility for pvp - firing line for pve)
pulse: a blast furnace or other from high damage three burst archetype. a bygones and a fast firing one (iron banner have one)
sidearms : last hope / death by scorn
fusion: erentil / jotun / telesto
hmg: hammerhead / 21% delyrium
shotguns : a 140 and an agressive frame one
you are done...
armor: recovery armor for pvp
warlock recovery
titan resilience + recovery
hunter: mobility + recovery
Isn't what you should keep a personal choice?
I mean, everyone knows what God rolls are but then it's about keeping others that are just preference or specific to a certain build you're running. An app wouldn't know that.
