Just got the item from Xur, so I'm not sure if it's bugged or I'm using it wrong. It says it reduces the cool down on blink, but when I try to use it, it seems to allow the 2 blinks like usual, a 3rd blink after a cool down (maybe reduced, if so not by much) and then it takes a full 5 seconds before I can blink a 4th time? I was really excited for this item, all I wanted was to be able to use the blink once per jump like any other double jump in the game. Now I'm not sure it's worth using.
