Don’t ask for it to be removed, you clearly had no problem with the bow when you thought you could get it for yourself. That said.... Have you run Shattered Throne in the past? More often than not the reason players can’t present the Talisman is because they already have - even when they don’t remember doing so. Please go to Four Horn Gulch (Tangled Shore) and search for Toland to start the next step. Petra never used to have a quest for the bow so it is entirely possible that you are on the original (hidden) questline.
