Seaonal Armor mods = Cool
Seasonal Armor mods that can only be equipped to Seasonal Armor = Not cool
It gives me no desire to use worse armor to just use a mod which you have to have on 2 different pieces!
Getting a good armor set per season is a full time job. I don't play nearly as much as I used to and one of the reasons being the game feels like a job which u work for then start over again.

It's like your boss telling you to dig a hole and don't stop til lunch time, then he comes by during lunch and tells you to fill it in. Repeat everyday, except in a different spot so it's harder ground.
