generate point roll = 70, generate mobility stat of Y range if X range does not exceed Z range of point distribution greater then 17.
The issue with this if the algorithm has a descending order of how it generates points it will bloat mobility, discipline, and strength. This is because mobility is the first stat, discipline if the first stat in the second set and strength because any remainder is dumped here so said armor may achieve 70 points.
Now it may not be in that order that it generates the points to each stat. But if their is an order vs an algorithm for randomly picking which stat is rolled first it will create imbalances.
