I haven’t received my emblem code

I bought an item and it said that I would receive anomalous signal and the new emblem of the fleet with my order. They send me the download codes but when I opened the download code for the signal it just said where the code was supposed to be : contact merchant for license. Very confused and annoyed that I didn’t get the code
