Not Receiving Prime Attunement

Like the title says. I have two characters, a Warlock and a Titan, the Warlock has the buff, my Titan does not and at this point I do not understand why. To be clear, I am 950 before relic at this point, utilizing basic drops and season pass to piggy back off my Warlock's progress. However, after playing for about two weeks now it struck me that I have not received a single prime engram so I simply have this quest, "Unlimited Power" stuck in my log. I have cleared each scenario, reached 950, and Rahool doesn't care. I understand RNG is a thing, but jumping on my warlock with the buff I got a prime engram within an hour, my Titan hasn't seen a prime or exotic, honestly ever, and at this point, post Shadowkeep I have put more time on it over my warlock. I am curious as to what I am missing as after doing a basic google search I meet all the criteria to receive the buff. My concern is since I boosted my light level with the pass I may have bugged something.

You currently have two Titans and a Warlock on your account. I'm assuming you created a second Titan to test out to see if it was your character, but that, in and of itself, can cause an issue for having two characters of the same class at the same time (as only one can get the Prime benefit). The Prime Attunement is a buff granted based on an allotment of Prime engrams over a certain amount of time. If you don't have the Prime Attunement buff, it simply means that that character is currently at or has exceeded the allowed amount of Prime Engrams over the amount of time that the system tracks. Purely for example sake, let us say that you're allowed one Prime Engram a day. So after you pick one up, the Prime Attunement buff would normally disappear for 24 hours, then come back. If, however, through accident or purposeful thought, a Prime Engram drops and you continue an activity without picking it up, then you'll still have the Prime Attunement buff, which means another can drop. Let us say it does drop, so you go to orbit and find two sitting in your Postmaster; now you've gained 2 Prime Engrams in that tracked 24 hour period. This means it will be 2 days before you get the Prime Attunement buff back, as you're over the allowed amount. Now, let us say, purely for example, you're allowed 3 Prime Engrams in a 7-day period, that means if you play hard for a day and get all 3 Prime Engrams over that first day, that you'll still have to wait 7 days for the Buff to come back because until that 7 day period is out of tracking, you'll still be at or exceeding the 3 Engrams per 7 Days. If, however, you get one on day 1, then one on day 2, then one on day 3, each of those lands through a different 7 day period, so the Buff will remain after the first two, then disappear for the next 4 days and come back until you pick up another Engram. It sounds more complicated than it actually is. - So, all in all, don't be alarmed if your Prime Attunement buff disappears, it just means you're at the allotted amount of Prime Engrams you're supposed to have been given, and it will stay gone until you're back under the amount you're supposed to have. Once you're back under, it'll reappear, and you'll be able to pick up more Prime Engrams. There are no known issues concerning the Prime Attunement buff. I would highly suggest deleting your extra Titan prior to the Tuesday weekly reset; as long as you have a second Titan, it can cause you other issues with receiving rewards, Prime Engrams included.

I have absolutely the same issue. My main character (warlock) never had the prime attunement buff, so not a single prime or exotic engram dropped on it ever. The titan I created has the same issue. But when I create a hunter he has that buff right from the start no problem. Indeed at some point when I was playing around with choosing which looks of my characters I liked best I had two warlocks created as two titans. Then I chose one of and deleted the other in both cases. I am now afraid that my warlock (along with the titan I wanted to develop later) is screwed. Did you manage to solve your case? Btw, did you complete the Forsaken campaign with the character that has this prime attunement issue? Maybe it's a prerequisite, but can't complete on mine as the campaign gives honeydew error on The Rider mission.
