Banshee won't give Leviathan's Breath Quest
my brother is trying to get the quest started but it won't let him, he's 770 and hasn't beaten the moon campaign yet. is this a bug or are we missing something?

I think you need to be 900 and or beat the Shadowkeep Campaign

Minimum power level to obtain the quest is 800 and must own the season pass.
