The whisper is brokem
The qhisper quest doesn't load any enemies and its happened more times than normal

Not broken! I suggest doing research before proclaiming something is broken.

When you go through the portal it puts you in a Lost Sector and the enemies will desapwn because that is not part of the mission. You then need to find the Blight that is on an upper ledge and destroy it to reveal a hole you jump through to start the second part of the mission which is a jumping puzzle.
