Activities occasionally drop gear that has light level 750 even though I'm almost at cap. I assume there is a bug in the logic that determines soft cap. My titan initially had that problem - I had created him before the expansion but never finished the story. After I did the intro mission and transferred some guns he would only get 750 gear even though his light was 830ish. My warlock and hunter keep getting these pieces too occasionally. I think most of the time it is the seasonal armor.
