They simply have no grasp of how a loot based game should work. They have all of the tools in place, but they seemingly refuse to actually implement a finished and sustainable loot system into the game.
Anyone who played Borderlands 2 knows that the game itself was centered on repetition. That the additional game modes, difficulties, etc, were nothing more than direct repeats of the original campaign. Yet people played that game for years(and probably still play) .
Why?
Because you wanted that "perfect" shield. You wanted the "perfect" Unkempt Harold. You had everything but HAD to have an Infinity Pistol in every element, regardless of the fact that you were never going to actually use the damn thing. People kept playing, even after all the DLC's were done, for YEARS, grinding the same loot, over and over again. Again, why?
Basically, because there were a lot of different combinations. And farming was about as straightforward as could be. Kill boss, hunt for drops, ignore trash, reload area, do it again.
Find the insane OP boss melt exploit/glitch/unexpected combination, etc... And have a blast.
Bungie actively trys to stop these things. They actively thwart true farming. They actively push gear into obsolescence, they actively limit the loot pools and drop sources. All because the actual loot pools are so ridiculously shallow that they have no other choice.
No one came into D2 thinking we would be losing key features from D1. No one expected so many activities in vanilla to reward nothing, or next to nothing. No one going into Forsaken expected leveling to become so tedious. To have infusion locked behind an in game currency pay wall. No one expected to go through the first solstace armor grind only to have it be completely useless after paying for an expansion.
No one ever expects the poor decisions, and if it were any other game, people would bail.
So why don't people bail?
Because there is no shooter that exists that has the same "feel" as Destiny. Nothing with as refined a level of presentation and core mechanics. Nothing.
I played Borderlands for years, and switched to Destiny in TTK. I never played Borderlands again. And I skipped BL3 completely. ZERO interest. Because as much fun as the farming grind was in BL, it was far from perfect, and once they half assed some of the later DLC, I was out.
But Destiny?
If I ignore oretty much everything the devs think is important. And do nothing but pew pew da bad guys. It's still as fun as it has ever been. It only gets annoying and tedious when I fall into the trap of trying to play the way they intend.
Leveling?
I used materials to circumvent getting to 900. Second character? I skipped the grind completely by transferring items. And now I see that you can use collections and the premium path content gifts to skip it even faster. So leveling is a non issue.
900-950? Don't care if I ever get there. I have been hunting gear, most of which doesn't require anything above 920 so...
The annoying part? How simple a fix that is needed.
- No activity without unique farm-able rewards.
- Seasonal vendor refresh gear
- Truly "end game" loot for the hardcore players
- Fix the freaking inventory system, to allow sorting and to REMEMBER MY DAMN PAGE

The amount of work that was put into this DLC is less work then the work Barrett did with the live team with ROI, and that was a small team everyone was using as an argument on why they couldn't do certain things, even Bungie. Something is not right here having Bungie 800 to a 1000 employees and what, 2 other studios still working with them? The only thing I can come up with to explain the lack of work the should have been put into this DLC is their 100 million contract that is taking the manpower away from this game. With Bungie and 2 other studies, Shadow Keep should have been a lot bigger then ROI and most things in this game should have been updated period. I wanted to comment on the rest of what you said, but I can be long-winded at times so I'll leave what I said at this 😎

I think the size of the DLC is on purpose. And for me, primarily because of the way I play, I have preferred the staggered content over a season. So far it has been weekly, I think that should continue until Dec. But you are right, every season should have: - Vendor Refresh, especially since armor is now an ornament. - New crucible map - New strike - Multiple Ritual/Pinnacle/Exotic Quests - Triumphs - Cosmetics - New activity or activities - New dungeon - New raid or raid mode - New world loot Most of which is what they present now. But the game is missing some key elements to make that enough.

The way things are set up right now, people will end up going back to playing once a week, just doing the weekly resets. Bungies idea of filling in that time between content drops is creating bounties like the 1500 grenade kills running strikes. That's not fun, that is just dragging things out painfully.
