Glorious Harvest Bounty
The glorious harvest bounty does not complete for me, no matter how many challenges i have completed. Help pls

For clarification, this is for the glorious harvest bounty step for the invitation from the emperor quest to unlock the tribute hall and menagerie. We completed numerous daily and weekly challenges (not bounties) but the challenges portion of the bounty did not complete. We then tried leveling up to 900 and then completing a challenge and it did not work, and you cannot abandon the bounty to reset it. any and all ideas are welcome.
