Hi there,
Thanks for your report. Could you provide screenshots of your triumphs showing that you have killed all the barons but the individual Rifleman triumph doesn't appear? Imgur or Twitter links work best

I have defeated all the barons but still don't have this one too.

I have the same problem. I was missing credit for defeating the rifleman on my first play through. It only completed when I did the mission on heroic. The lore book "By Thy Tongue be Damned" is still missing, and that is the one needed for the Lore medal and title.

Please fix this. This is making getting the Chronicler title impossible. Please do not punish the players who put the most time and dedication into your game. Thank you

Having the same exact problem here! No "the Rifleman" truimph, No "By thy tongue be damned" lore. This lore missing is stopping me doing the "Lore" Seal which is very annoying. Bungie Plz fix this!!
