How many bounties can I hold?
Sometimes it tells me I’m full at 22, now it says I’m full at 19?
Someone please help

I am not certain but I believe that your Bounties and Quests are separated in the menu but still combined in the game. You can have a maximum of about 63 Bounties and Quests in total. So if you have 19 Bounties and you can't get anymore I bet you have about 44 Quests.
