I was able to fix this, the issue for me was that I was still in the forge unlock questline from previous seasons. As soon as I finished I got the key mold.

I had this problem because I still had the black armory quests from past seasons. If you had the quest before and you didn't finish it, that's what's holding you back from finishing it now most likely. However, if you never had it before, chances are you need to wait for a big fix patch.
