Error Transferring Entitlements
Long time player of D1 and D2, and signed up for transfer from bnet to steam, and preordered shadowkeep on steam. However, when I loaded up the game on launch day, none of my characters were there so I figured they just forgot to transfer my account over, so I go to do it manually. When I try to do it manually, I just constantly get the "Error Transferring Entitlements" error and the button to retry the transfer doesn't do anything I'm just stuck on the screen. I figured I would wait and almost 20 hours later no change, and other people with the same error have gotten 0 help or solutions.

In the meantime, if possible, players should attempt to retry migration here: https://www.bungie.net/pcmove https://twitter.com/BungieHelp/status/1179451686785388545 We also recommend try logging into your Bungie.net account with your Battle.net account and attempt migration again to see if that solves it.

i've got the exact same problem, you'd think with this many people having issues bungie would at least say they're investigating it but no word on twitter or otherwise.
