Menagerie
I went thru the menagerie and opened the chest then noticed a hallway behind it, went to investigate, nothing there, then went back and the chest was closed again but wouldn't let me open it now it still says claim your reward from the menagerie triumph but it won't let me go back to the menagerie it just says players do not have access to this ability. I've even gone back to the barge and the tower and still nothing. Do NOT want to delete whole character because I'm at a light level 711. Please Help.

You need to do what it's telling you to do. Go into your Menagerie triumphs (Triumphs -> Destinations -> Minor -> Menagerie) and claim your completed triumphs. One of them gives you the reward you need to continue the quest.
