After researching further I now realize I have been confusing DLC purchases to be the same as Pre-order purchases. They are not! (thank you for the courteous replies informing me). Please excuse my panicked gooberness. It is common practice for the transaction to be taken out very close to pre-order.
BUT there is something strangely unique in my situation that did occur. The purchase on June 2019 for pre-order deluxe edition for 59.99usd was in fact completed, both on my checking account history and Microsoft.com, that's not supposed to happen with pre-orders I'm told. So weird, luckily resolved. Anyhow 3rd edit on advice: Just pay frequent attention to your Microsoft.com / Xbox live purchase history and set many reminders if you do pre-order. Thank you all for the answers why pre-order is done this way.

I’ve pre ordered a lot of games on xbox and never get charged until the day of release or a few days prior. They have never ever take your money right way. It’s called PRE ordering for a reason.

Because it is a preorder and MS doesn’t charge you until right before the game releases. Think it it would have been pushed back 6 months. Then your money is tied up for an extended period.

My advice: If you don’t have any money in the bank, stop using your debit card. Use cash and save your damn emergency fund.
