Separate the console sandbox from PC
By treating the console and PC sandboxes separately bungie can make adjustments exclusively to the platform.
That way they can make adjustments to 140/150 rpm hand cannons on console for example removing bloom,(or reducing effect), and reducing recoil as hand cannons on console kick like a horse other than 180's
